I don't think has been rolled out yet. I don't see a setting on the admin portal yet.
Jennifer, are you sure this is implemented? The attachment you provided specificaly says that automatic meeting recording is only available if RingCentral Meetings (not RingCentral Video) is selected as the video service.
Please provide release notes and app version where this has been implemented.

This is critical. Must keep using Zoom which offers this feature.
Our company also requires all meetings to be recorded. We can not make the switch with out this feature.
This feature is required for Financial Services clients or we can't move to RCV from RC Meetings.
