This is normally available in any pbx system. I am surprised that this feature is not available in a modern digital Service.
To further build on this, this feature should be a company wide option. Nortel had these features in the 1980's so I am apolled that 40 years later RingCentral doesn't offer basic security features.
This feature should also include block 1 dialing (aka long distance), 1900 (aka pay per minute lines) 4-1-1 as that is outdated. We should also be able to block by area code, country etc.
