Limit staff ability to create new messaging groups / have management able to delete unofficial groups

We have found that any member of staff can create a group chat. We would like the ability for only management (selected personnel) to be able to create and moderate the group chats.

Following on from this we would also like selected personnel to be able to access any group chat that is on the system. In order to be able to monitor or delete when needed.

This should really be a standard feature and I am not really sure why this is not available.
