Disable call waiting feature for calls made to a user extension Merged

Currently calls that are made directly to an extension still rings the 1st forwarding phone of the extension although the user is already engaged in a call.

We need to have a feature to disable it, if the user extension is already engaged in a call, the next call should not ring the phone and it should divert to the next available forwarding phone.
