Allow user extension to route call to a paging extension

We want an option that if a user extension is not available or if it is not during after hours, we can route calls to a paging extension instead.

    Is this idea associated with the API specifically, or generally? In other words, are you an app developer looking to accomplish this through the platform, or a customer wanting to do this through the administrator's console?
