Here are a few Knowledge Base Articles that might help with the settings you want to use and I've included a screenshot.
Basically, you want to create an extension without a digital line. If it has a digital line, you can disable outbound calling.

I'm pretty sure you can do this already - just don't assign a phone number to the extension.
