Move Limited extension templates to the same section as limited extensions or move limited extensions to the users section

Move the creation of the limited extension into the Users section and allow the admin the ability to disable the voicemail box. There are times I need to create users with no voicemail boxes, and it is overly complicated created a limited extension when compared to a user extension. If you could just bring it into the user creation section and allow a checkmark or license selection to not give the user a voicemail.
