Cheaper license for phone use only

Add a cheaper license type for digital lines assigned to a phone (not a user)

Allow it to use intercom/paging and be part of a queue, but won't need meeting support or eFax

This makes sense in offices where phones are shared but hotdesking isn't a good solution.
