Feature for Super Admins to Control Text Recordings in User Template

Currently, the only way for Super Admins to control the text recording would be under the Administrative settings in the RingCentral app. Super Admins can enable or disable message data exports for users.

Along with that, there should also be an option for Super Admins to enable text capture/record in the User Template. Video recordings should also be controlled by the Super Admins as well
