Often, calls which don't leave a voicemail message result in 1-3 minutes of an empty, "dead air" message. This uses up incoming toll-free minutes for no benefit. RC should detect there is no message being left and drop the call after 15-20 seconds.
Back in the 1990s (yes, 1990s) our PC-based voicemail platforms handled this issue elegantly. They would effectively ignore voicemail recordings less than a pre-determined threshold (3-5 seconds) and they would also ignore silence. It seems crazy that, 30 years later, I still spend a part of my day double-checking and deleting hang-ups and dead air from my voicemail inbox in Ring Central.
