I'd like to request for an After Hours option for SMS notification.
During After Hours I want a certain email to be assigned to receive those SMS notification.
I need this to work for incoming text messages. If I receive a text message
during afterhours it should go to a certain email address.

You can set up a custom rule https://support.ringcentral.com/article/How-to-access-the-advanced-call-handling-feature.html and set up the email notification. Check the voicemail messages https://support.ringcentral.com/article/Set-Missed-Call-Notification-Settings-in-the-RingCentral-Online-Account.html.
