Remove restrictions and improve Bulk Cost Code update template

Please relax restrictions for the Bulk update Cost Code template. It's nearly useless because you cant even perform Vlookups in excel to help in filtering data and make bulk changes

I also recommend unlocking the excel filters and deleting rows that are not required to be updated.
