Restrict the downloading of Recordings, but allow them to be played by a User. Merged

Users should not be able to download and potentially distribute call recording, but we would need to be able to play their recordings.

The User ROLE setting do not allow for this functionality to currently work properly, even though it may seem you cannot download a recording from some Apps, you can once it has been played.

The following User ROLE setting do not provide the above functionality

Access Recordings = ON

Delete Records = OFF

Download & Delivery = OFF

View Only = ON
