Allow private add-ins to be installed from App Gallery

Problem Statement

One cannot discover and install private bots and notification apps via the App Gallery. This makes it very difficult for employees to take advantage of these apps their developers build.

Solution

Create an area in the App Gallery where private apps that have graduated can be discovered and subsequently installed.
