Message sent to sender of a text message alerting them a RingCentral number does not accept Text Messages

We have texting disabled for all users currently (we have some Hipaa stuff to get through), there does not seem to be a message sent to someone who tries to text one of our users (phone numbers) that says the RingCentral number does not receive text messages at this time.

a sender does not know if the text ever completed or did not complete.........

in a business scenario this would be very helpful....
