Need to separate the permission for profile picture and messaging

Currently, the ability for a user to edit their profile picture is tied to the permission setting to hide the messaging tab. This should be two separate things.

    User profile pictures should not be editable by the user and should pull from Microsoft 365 or another source that the ADMIN of the RC account chooses.
