Please allow admin to restrict users in changing their outbound caller using App. We can create a custom role to restrict outbound caller id but is only applicable on admin portal and they are still able to change it using the app.

In Custom Roles, turning off User Settings >> Outbound CallerID prevents a user from being able to change their CallerID.
