The "implemented" solution is so archaic, it's laughable.
Uploading via a MANUALLY edited CSV file? Are the dev's still living in the 70's?
You gotta be kidding - a solution like this is extremely hard and time consuming to manage and leaves LOTS of room for error.
Add a new Contact list to the App, call it SHARED and ensure it can be accessed by all users within the company and edited by those who need to.
Do it right the first time please and implement a solution that is actually usable.
