Guest accounts (B2B Collabaration Users) in Microsoft Entra ID (previously Azure AD) should not sync along with regular contacts (Members) when using the MS Teams embedded dialer app. At a minimum, there should be an option to include or exclude Members/Guests when syncing Contacts.Many organizations use B2B Collaboration to provide single sign-on to their customers which causes large numbers of user records and it is not normal behavior for apps to sync these records by default when syncing contact records.
