I agree, if your user(s) are in multiple queues, they get counted against if they are on a queue call from another queue and unable to answer a call coming from another queue. We really need to understand what calls a user refuses that actually ring to them, and this metric should do that and it does not.

The #refused was so poorly engineered that it is completely unusable. It should only count calls that actually ring to a user and they ignore but it counts a great deal more. This really should be resolved.
