RingCX agents should be able to place outbound calls to a RingEX agent's extension without being on the other line
RingCX agents should be able to place outbound calls to a RingEX agent without having to type their full phone number.
Currently the RingCX agents are unable to place outbound calls to RingEX extensions/names of RingEX agents unless there is a customer on hold to be transferred. The only way is typing out the full phone number of the RingEX agent or Hunt group you have assigned with-in the company

this does not already exist unless an agent is using single pane of glass and has a RingEX licence. not all agents use or have this.

Based on your description, I believe this functionality is already available in RingCX within the RingCentral app (formerly known as SPOG).
If it’s not currently enabled in your environment, I recommend reaching out to your account management team to enable it and see if it meets your needs. -

Ability to transfer to all RingEX users, active RingCX users and RingCX phone books - the same way as via an active call transfer, i'd also suggest the ability to add all or selected call queues and IVR's on RingEX as well
