Process "STOP" requests for SMS API
We need to be able to stop sending SMS messages to customers who reply with "STOP". We also need to ensure SMS messages are not sent to people on the federal Do Not Call list.

By law in the US, we must allow recipients to opt out of text messages. RingCentral does not have a feature to allow this.When a recipients texts STOP, they should be blocked so that the app can no longer send them a message unless they text START or UNSTOPThanks,
