I can think of lots of reasons why users shouldn't be given access to the Call Handling rules. Being able to update voicemail greetings is basic functionality that should be available without having to open up many more permissions to users.

It's very odd that we have to use the print screen to view or save the file. I just want the file to open in my browser.

This functionality is critical when managing a phone system with hundreds or even thousands of users. Being able to update the cost centers in bulk in the Admin Portal would be very helpful, including the ability to filter the billing items by site and so on.
Also, the spreadsheet that can be e-mailed for the billing items needs to be updated as well. While the spreadsheet provides a way to perform the updates in bulk, critical information is missing from the spreadsheet to identify what the billing item is. As an example, hot desk phones only show the phone numbers. Knowing the sites associated with them would be very helpful rather than having to look up the phone number in the portal to then update the spreadsheet.
