   This is a critical need. It would be great if you could customize up to five voicemails with different schedules: out of the office, lunch, end of the day, vacation, custom, etc.

   They already have that option. Go to Settings > Phone > Incoming Call Rules > My workday (Incoming Calls) > If no one answers (Change to play announcement).
   You can also customize this announcement.
