The request is for a "library" of all recordings that can be applied to any extension (music on hold, connecting music, IVR prompts, etc.), where an admin can see and select their custom audio files in the dropdown menu of settings for things like music on hold, etc., so they don't have to upload all the time. Additionally, if the audio file being referenced is re-recorded or re-uploaded with the same file name, the extension should inherit the new audio clip without any additional steps.
