Emergency Response Location per site
It's easier to apply an emergency location to all of the phones at each site so we don't have to go into each user for the outbound calling on their devices.

We have 400 users and adding the emergency address individually is really painful. Seems like it wouldn't be that hard to add a bulk upload template for this, just like with the users. I did add the emergency location to the user upload, but it didn't pick it up. This is a serious time issue
