Access to the numbers reserved on the number storage
We need to have access to see the list of numbers reserved on the number storage list.

This is really badly needed. The process to get numbers out of cold storage is awful to the point that RC support staff don't know themselves how it is done.
We should be able to drop numbers in and out of this on the portal, same as the number inventory.
