Background Wallpaper, Branding of our Cisco Phones
Background Wallpaper, Branding of our Cisco Phones, Custom Provisioning file that doesn't handicap phones

I just spoke with the RC team. They are not interested in fixing this issue. It looks like they have this same issue with all other phones. I will be working to migrate all of my clients off of RC onto another solution. Unfortunately, this is the only way to get companies to listen to us. As long as we keep paying our bills, they stop caring about features that they want. They are willing to lose 20+ customers that I have implemented over this, and that is wild to me.

This is a simple fix on your provisioning side, RC! The configuration file just needs to stop overwriting the Screen > Phone Background setting from "Download Picture" to "Default". It's really not hard to do, and any engineer who knows the Cisco platform can easily make the template change. We can already get "ScreensaverType" to stay where it is and "TextDisplay" to stay through Rsync.

It is is frustrating that RingCentral provisioning appears to remove the "Picture Download URL:" field from the "User" tab on the "Voice" section of the "User" level interface for the Cisco CP-8851-3PCC, whilst apparently offering no way of configuring it via Portal. Either make the feature configurable via the Portal OR by the web interface not NEITHER!!!. Does anyone have any kind of work around for this. If I could simply set one image URL (fixed), I can dynamically control the images sent to devices as the download request passes the model, firmware and MAC in the user-agent header.
