Allow Desktop app to make outbound calls using Mobile License

Hi Team,
Currently, mobile users (NO RINGEX LICENSE) are unable to make calls from the DESKTOP APP but can on the mobile app. It would also be helpful for the customer if mobile license holders could make calls using their desktop app.
