Allow to send faxes to non T38 transmission
Allow sending fax using G.711u.
At the moment, RingCentral only supports T.38 for faxing.
There are customers that are still using G.711u for faxing. We need to make sure that it works regardless of the transmission method.

This is critical to our business. We need to be able to fax using G711 codec as our referring doctors and hospitals use this. This should honestly already be a backup for the system. We NEED this to function with them.

There should be a backup when T.38 faxing fails. You should have your "SIP T.38 Re-invite" option turned OFF. You need to be able to fallback to traditional PCMU/G.711 codec faxing only when T.38 fails
