Turns out that this actually does work, despite zero documentation about it from RingCentral. Basically, you disable SSO in RC, then update the primary domain (for M365 SSO anyway). Then get the XML Download again from the RC App in Entra - pull that back to RC and turn SSO back on. Took about 20 minutes and all users emails auto-updated correctly to the new domain.

This is a critical feature for any company that updates its branding or needs to switch usernames due to IdP migration.
