Allow Call Forwarding to Any External Number (Mexico)

Problem
When using Mexican Toll-Free (ITFS) numbers, users cannot forward calls to an external number unless that destination number is provided by Telefónica.
Why it happens: ITFS traffic comes in through our NGN connection, but outbound forwarding uses our SIP Trunk connection—where Telefónica blocks non-Telefónica destination numbers.
Impact: Customers switching from legacy systems (like Avaya) expect to forward calls to any phone number. This restriction creates friction and risks lost deals during migration.
Requested Solution
Update our PSTN routing so Mexican Toll-Free calls can be forwarded to any external destination number, regardless of which carrier owns that number.
Key Requirements
Flexible Outbound Routing: Automatically reroute forwarded calls through standard PSTN channels if the SIP Trunk carrier blocks the destination number.
Seamless Experience: Hide underlying carrier limitations from the admin interface so users can set up call forwarding without restriction.
Current Workaround
The customer must ensure the destination number is owned by Telefónica. This is inefficient, costly, and causes friction with clients.
