Add reorder feature for custom rules
Add the reorder button for the custom rules and show the custom rule that is enable at the top most part of the custom rules.

A feature like this is needed. I'm not sure if Angelo had in mind what I do, so I posted a more detailed idea of what I'd like to see implemented.

Please add this feature. We juggle multiple custom rules that sometimes overlap and it would be very helpful to be able to prioritize them so if two or more rules do overlap, we can specify which one takes priority.
