Bulk Update for Emergency Response Locations
To update the ERLs for all users in one go through the admin portal.

I can't believe this isn't currently possible. We are trying to migrate our users over to Teams direct call routing and despite them all having an emergency response location set, if it doesn't exactly match the default, the user migration gets interrupted by the need to set a new location based on a drop down menu that contains the same details.
18 months have passed since this feature request was initially raised.
