call queue don't allow member to change their status
The member status feature in call queue can be locked.

To limit how many people can go on DND is important, as if all staff go on DND we lose calls to voicemail, if we can leave at least one not able to go on DND until one of those in DND make themselves available would really help.
e.g., 5 staff, 4 on DND, prevent 5th going on DND until one of the 4 go available.
