Bulk Application of User Settings Templates Using a File

Request:
Add the ability to apply a User Settings template to multiple users in bulk using a file upload.
Current Behavior:
Administrators currently need to apply a User Settings template individually to each user. This can be time-consuming when configuring a large number of users.
Requested Enhancement:
Provide an option to upload a file containing a list of users and apply the selected User Settings template to all users included in the file.
Suggested Workflow:
Navigate to Templates > User Settings.
Select an existing User Settings template.
Select a file containing the users who should receive the template.
Validate the users listed in the file.
Apply the template to all valid users in bulk.
Provide a summary showing successfully updated users and any users that could not be processed.
