Another use case is that we don't want some of our users to have DID numbers but they need to make phone calls out. We should be able to assign a RingCentral license without a phone number.
I want our users caller ID to only use the Site or Queue number they are associated with.

For Multi-Site this feature needs to be a permission we can give to specific users so phone admins don't need to "flip the switch"
