Suggest that this option should be a global toggle in the Admin Portal. For example:
Enable/Disable automatic Welcome Emails. If enabled, then Welcome Emails operate as current state. If disabled then Welcome Emails should ONLY be sent when manually triggered from the Admin Portal (i.e. select user > Send Welcome Email).
