Hi everyone, you are now able to customize the announcement played during the call. Learn where in the Admin portal to update here.
While not the ability to completely turn off the announcement, this customization allows for different companies to take into account their unique compliance needs. If a disclosure is not needed, a silent recording could be uploaded as a workaround.

Is there any functionality from within RingCentral for an end user to authorize the personal cell number to be used as the caller ID when initiating calls through RingCentral?

We need to set setup a number of phone extensions to not be able to call outside the building.
Essentially, I would like to allow certain phones to only be able to call internal extensions. Preferably we would like them to be limited to which extensions they can call.
